Many parts are disabled for the PHP-7.4 branch. We only strip trailing whitespace in C files and reindent .php files to spaces.

This is #5074, but reduced to a minimal set of reformattings: Only strip trailing whitespace in C files, and reformat PHP files to use space indentation.
PHPT files will be reformatted on master only.
